Cakkavattisutta The Wheel-Turning Monarch

ā€œYopi so, bhikkhave, rājā cakkavattÄ« dhammiko dhammarājā sopi na arājakaį¹ cakkaį¹ vattetÄ«ā€ti. ā€œMendicants, even a wheel-turning monarch, a just and principled king, does not wield power without having their own king.ā€

Evaį¹ vutte, aƱƱataro bhikkhu bhagavantaį¹ etadavoca: When he said this, one of the mendicants asked the Buddha:

ā€œko pana, bhante, raƱƱo cakkavattissa dhammikassa dhammaraƱƱo rājāā€ti? ā€œBut who is the king of the wheel-turning monarch, the just and principled king?ā€

ā€œDhammo, bhikkhÅ«ā€ti bhagavā avoca: ā€œIt is principle, monk,ā€ said the Buddha.

ā€œidha, bhikkhu, rājā cakkavattÄ« dhammiko dhammarājā dhammaį¹yeva nissāya dhammaį¹ sakkaronto dhammaį¹ garuį¹ karonto dhammaį¹ apacāyamāno dhammaddhajo dhammaketu dhammādhipateyyo dhammikaį¹ rakkhāvaraį¹‡aguttiį¹ saį¹vidahati antojanasmiį¹. ā€œMonk, a wheel-turning monarch provides just protection and security for his court, relying only on principleā€”honoring, respecting, and venerating principle, having principle as his flag, banner, and authority.

Puna caparaį¹, bhikkhu, rājā cakkavattÄ« dhammiko dhammarājā dhammaį¹yeva nissāya dhammaį¹ sakkaronto dhammaį¹ garuį¹ karonto dhammaį¹ apacāyamāno dhammaddhajo dhammaketu dhammādhipateyyo dhammikaį¹ rakkhāvaraį¹‡aguttiį¹ saį¹vidahati khattiyesu, anuyantesu, balakāyasmiį¹, brāhmaį¹‡agahapatikesu, negamajānapadesu, samaį¹‡abrāhmaį¹‡esu, migapakkhÄ«su. He provides just protection and security for his aristocrats, vassals, troops, brahmins and householders, people of town and country, ascetics and brahmins, beasts and birds.

Sa kho so bhikkhu rājā cakkavattÄ« dhammiko dhammarājā dhammaį¹yeva nissāya dhammaį¹ sakkaronto dhammaį¹ garuį¹ karonto dhammaį¹ apacāyamāno dhammaddhajo dhammaketu dhammādhipateyyo dhammikaį¹ rakkhāvaraį¹‡aguttiį¹ saį¹vidahitvā antojanasmiį¹, dhammikaį¹ rakkhāvaraį¹‡aguttiį¹ saį¹vidahitvā khattiyesu ā€¦peā€¦ anuyantesu, balakāyasmiį¹, brāhmaį¹‡agahapatikesu, negamajānapadesu, samaį¹‡abrāhmaį¹‡esu, migapakkhÄ«su, dhammeneva cakkaį¹ vatteti. When he has done this, he wields power only in a principled manner.

Taį¹ hoti cakkaį¹ appaį¹­ivattiyaį¹ kenaci manussabhÅ«tena paccatthikena pāį¹‡inā. And this power cannot be undermined by any human enemy.

Evamevaį¹ kho, bhikkhu, tathāgato arahaį¹ sammāsambuddho dhammiko dhammarājā dhammaį¹yeva nissāya dhammaį¹ sakkaronto dhammaį¹ garuį¹ karonto dhammaį¹ apacāyamāno dhammaddhajo dhammaketu dhammādhipateyyo dhammikaį¹ rakkhāvaraį¹‡aguttiį¹ saį¹vidahati kāyakammasmiį¹: In the same way, monk, a Realized One, a perfected one, a fully awakened Buddha, a just and principled king, provides just protection and security regarding bodily actions, relying only on principleā€”honoring, respecting, and venerating principle, having principle as his flag, banner, and authority.

ā€˜evarÅ«paį¹ kāyakammaį¹ sevitabbaį¹, evarÅ«paį¹ kāyakammaį¹ na sevitabbanā€™ti. ā€˜This kind of bodily action should be cultivated. This kind of bodily action should not be cultivated.ā€™

Puna caparaį¹, bhikkhu, tathāgato arahaį¹ sammāsambuddho dhammiko dhammarājā dhammaį¹yeva nissāya dhammaį¹ sakkaronto dhammaį¹ garuį¹ karonto dhammaį¹ apacāyamāno dhammaddhajo dhammaketu dhammādhipateyyo dhammikaį¹ rakkhāvaraį¹‡aguttiį¹ saį¹vidahati vacÄ«kammasmiį¹: Furthermore, a Realized One ā€¦ provides just protection and security regarding verbal actions, saying:

ā€˜evarÅ«paį¹ vacÄ«kammaį¹ sevitabbaį¹, evarÅ«paį¹ vacÄ«kammaį¹ na sevitabbanā€™ti ā€¦peā€¦ manokammasmiį¹: ā€˜This kind of verbal action should be cultivated. This kind of verbal action should not be cultivated.ā€™ ā€¦ And regarding mental actions:

ā€˜evarÅ«paį¹ manokammaį¹ sevitabbaį¹, evarÅ«paį¹ manokammaį¹ na sevitabbanā€™ti. ā€˜This kind of mental action should be cultivated. This kind of mental action should not be cultivated.ā€™

Sa kho so, bhikkhu, tathāgato arahaį¹ sammāsambuddho dhammiko dhammarājā dhammaį¹yeva nissāya dhammaį¹ sakkaronto dhammaį¹ garuį¹ karonto dhammaį¹ apacāyamāno dhammaddhajo dhammaketu dhammādhipateyyo dhammikaį¹ rakkhāvaraį¹‡aguttiį¹ saį¹vidahitvā kāyakammasmiį¹, dhammikaį¹ rakkhāvaraį¹‡aguttiį¹ saį¹vidahitvā vacÄ«kammasmiį¹, dhammikaį¹ rakkhāvaraį¹‡aguttiį¹ saį¹vidahitvā manokammasmiį¹, dhammeneva anuttaraį¹ dhammacakkaį¹ pavatteti. And when a Realized One, a perfected one, a fully awakened Buddha has provided just protection and security regarding actions of body, speech, and mind, he rolls forth the supreme Wheel of Dhamma.

Taį¹ hoti cakkaį¹ appaį¹­ivattiyaį¹ samaį¹‡ena vā brāhmaį¹‡ena vā devena vā mārena vā brahmunā vā kenaci vā lokasminā€ti. And that wheel cannot be rolled back by any ascetic or brahmin or god or Māra or divinity or by anyone in the world.ā€
