Paį¹­hamacakkānuvattanasutta Wielding Power (1st)

ā€œPaƱcahi, bhikkhave, aį¹…gehi samannāgato rājā cakkavattÄ« dhammeneva cakkaį¹ vatteti; ā€œMendicants, possessing five factors a wheel-turning monarch wields power only in a principled manner.

taį¹ hoti cakkaį¹ appaį¹­ivattiyaį¹ kenaci manussabhÅ«tena paccatthikena pāį¹‡inā. And this power cannot be undermined by any human enemy.

Katamehi paƱcahi? What five?

Idha, bhikkhave, rājā cakkavattÄ« atthaĆ±Ć±Å« ca hoti, dhammaĆ±Ć±Å« ca, mattaĆ±Ć±Å« ca, kālaĆ±Ć±Å« ca, parisaĆ±Ć±Å« ca. A wheel-turning monarch knows what is right, knows principle, knows moderation, knows the right time, and knows the assembly.

Imehi kho, bhikkhave, paƱcahi aį¹…gehi samannāgato rājā cakkavattÄ« dhammeneva cakkaį¹ pavatteti; A wheel-turning monarch who possesses these five factors wields power only in a principled manner.

taį¹ hoti cakkaį¹ appaį¹­ivattiyaį¹ kenaci manussabhÅ«tena paccatthikena pāį¹‡inā. And this power cannot be undermined by any human enemy.

Evamevaį¹ kho, bhikkhave, paƱcahi dhammehi samannāgato tathāgato arahaį¹ sammāsambuddho dhammeneva anuttaraį¹ dhammacakkaį¹ pavatteti; In the same way, possessing five qualities a Realized One, a perfected one, a fully awakened Buddha rolls forth the supreme Wheel of Dhamma only in a principled manner.

taį¹ hoti cakkaį¹ appaį¹­ivattiyaį¹ samaį¹‡ena vā brāhmaį¹‡ena vā devena vā mārena vā brahmunā vā kenaci vā lokasmiį¹. And that wheel cannot be rolled back by any ascetic or brahmin or god or Māra or divinity or by anyone in the world.
