DhammarÄjÄsutta A Principled King
āYopi so, bhikkhave, rÄjÄ cakkavattÄ« dhammiko dhammarÄjÄ, sopi na arÄjakaį¹ cakkaį¹ vattetÄ«āti. āMendicants, even a wheel-turning monarch, a just and principled king, does not wield power without having their own king.ā
Evaį¹ vutte aƱƱataro bhikkhu bhagavantaį¹ etadavoca: When he said this, one of the mendicants asked the Buddha,
āko pana, bhante, raƱƱo cakkavattissa dhammikassa dhammaraƱƱo rÄjÄāti? āBut who is the king of the wheel-turning monarch, the just and principled king?ā
āDhammo, bhikkhÅ«āti bhagavÄ avoca. āIt is principle, monk,ā said the Buddha.
āIdha, bhikkhu, rÄjÄ cakkavattÄ« dhammiko dhammarÄjÄ dhammaƱƱeva nissÄya dhammaį¹ sakkaronto dhammaį¹ garuį¹ karonto dhammaį¹ apacÄyamÄno dhammaddhajo dhammaketu dhammÄdhipateyyo dhammikaį¹ rakkhÄvaraį¹aguttiį¹ saį¹vidahati antojanasmiį¹. āMonk, a wheel-turning monarch provides just protection and security for his court, relying only on principleāhonoring, respecting, and venerating principle, having principle as his flag, banner, and authority.
Puna caparaį¹, bhikkhu, rÄjÄ cakkavattÄ« dhammiko dhammarÄjÄ dhammaƱƱeva nissÄya dhammaį¹ sakkaronto dhammaį¹ garuį¹ karonto dhammaį¹ apacÄyamÄno dhammaddhajo dhammaketu dhammÄdhipateyyo dhammikaį¹ rakkhÄvaraį¹aguttiį¹ saį¹vidahati khattiyesu anuyantesu ā¦peā¦ balakÄyasmiį¹ brÄhmaį¹agahapatikesu negamajÄnapadesu samaį¹abrÄhmaį¹esu migapakkhÄ«su. He provides just protection and security for his aristocrats, vassals, troops, brahmins and householders, people of town and country, ascetics and brahmins, beasts and birds.
Sa kho so, bhikkhu, rÄjÄ cakkavattÄ« dhammiko dhammarÄjÄ dhammaƱƱeva nissÄya dhammaį¹ sakkaronto dhammaį¹ garuį¹ karonto dhammaį¹ apacÄyamÄno dhammaddhajo dhammaketu dhammÄdhipateyyo dhammikaį¹ rakkhÄvaraį¹aguttiį¹ saį¹vidahitvÄ antojanasmiį¹ dhammikaį¹ rakkhÄvaraį¹aguttiį¹ saį¹vidahitvÄ khattiyesu anuyantesu balakÄyasmiį¹ brÄhmaį¹agahapatikesu negamajÄnapadesu samaį¹abrÄhmaį¹esu migapakkhÄ«su dhammeneva cakkaį¹ pavatteti; When he has done this, he wields power only in a principled manner.
taį¹ hoti cakkaį¹ appaį¹ivattiyaį¹ kenaci manussabhÅ«tena paccatthikena pÄį¹inÄ. And this power cannot be undermined by any human enemy.
Evamevaį¹ kho, bhikkhu, tathÄgato arahaį¹ sammÄsambuddho dhammiko dhammarÄjÄ dhammaƱƱeva nissÄya dhammaį¹ sakkaronto dhammaį¹ garuį¹ karonto dhammaį¹ apacÄyamÄno dhammaddhajo dhammaketu dhammÄdhipateyyo dhammikaį¹ rakkhÄvaraį¹aguttiį¹ saį¹vidahati bhikkhÅ«su: In the same way, monk, a Realized One, a perfected one, a fully awakened Buddha, a just and principled king, provides just protection and security for the monks, relying only on principleāhonoring, respecting, and venerating principle, having principle as his flag, banner, and authority.
āevarÅ«paį¹ kÄyakammaį¹ sevitabbaį¹, evarÅ«paį¹ kÄyakammaį¹ na sevitabbaį¹; āThis kind of bodily action should be cultivated. This kind of bodily action should not be cultivated.

Sa kho so, bhikkhu, tathÄgato arahaį¹ sammÄsambuddho dhammiko dhammarÄjÄ dhammaƱƱeva nissÄya dhammaį¹ sakkaronto dhammaį¹ garuį¹ karonto dhammaį¹ apacÄyamÄno dhammaddhajo dhammaketu dhammÄdhipateyyo dhammikaį¹ rakkhÄvaraį¹aguttiį¹ saį¹vidahitvÄ bhikkhÅ«su, dhammikaį¹ rakkhÄvaraį¹aguttiį¹ saį¹vidahitvÄ bhikkhunÄ«su, dhammikaį¹ rakkhÄvaraį¹aguttiį¹ saį¹vidahitvÄ upÄsakesu, dhammikaį¹ rakkhÄvaraį¹aguttiį¹ saį¹vidahitvÄ upÄsikÄsu dhammeneva anuttaraį¹ dhammacakkaį¹ pavatteti; When a Realized One, a perfected one, a fully awakened Buddha has provided just protection and security for the monks, nuns, laymen, and laywomen, he rolls forth the supreme Wheel of Dhamma only in a principled manner.
taį¹ hoti cakkaį¹ appaį¹ivattiyaį¹ samaį¹ena vÄ brÄhmaį¹ena vÄ devena vÄ mÄrena vÄ brahmunÄ vÄ kenaci vÄ lokasmināti. And that wheel cannot be rolled back by any ascetic or brahmin or god or MÄra or divinity or by anyone in the world.ā
